The A&E department at Chorley & South Ribble Hospital in Lancashire will not be reopening this year.
The hospital was downgraded to an urgent care centre in April and was due to reopen this month. At the time of closing, Lancashire Teaching Hospitals Trust insisted it was a temporary measure.
Jan Ledward, chairman of the central Lancashire Systems Resilience Group said, “Despite extensive and continuous efforts to recruit the additional staff required, there are still not enough doctors to reinstate a safe and sustainable Chorley A&E department.
“There are currently only two permanent middle grade doctors in post, and seven are needed.”
Campaigners are worried the unit could be closed permanent, but the SRG said it was not currently being considered.
